Description of Duties: Under limited supervision designs, codes, tests, modifies and debugs computer software. Leads system development and/or maintenance in the Facilities Development area. Supervises development team and provides guidance, training and ongoing communications to improves the quality/quantity of each individual's performance. Job duties include but are not limited to supervising and planning work of assigned staff; compiling and writing documentation of program development and subsequent revisions, inserting comments in the coded instructions; consulting with others to clarify program intent, identify problems and suggest changes; debugging, adapting, and modifying code and logic of existing applications; determining portability of code between operating systems and hardware; developing and maintaining test standards relevant to the development life cycle and change management processes; evaluating, selecting, integrating, and implementing new system architecture, tools, and techniques; overseeing and/or performing work in designing, maintaining, and coding programs using agency standard programming languages; preparing detailed workflow charts and diagrams that describe input, output, and logical operations; supervising staff in the development and enhancement of computer systems and software applications; testing code to identify errors and debug; utilizing, modifying, or developing algorithms that maximize processing speed and utilize memory efficiently; writing and debugging programs or program modules; writing or contributing to instructions or manuals to guide end users.
Minimum Qualifications: Bachelor's Degree from an accredited college or university in computer science or a related field and two years of programming/supervisory experience OR Associates Degree or equivalent two year technical certificate from an accredited program and six years of programming experience with at least two years in a supervisory position OR One year of experience as a State of Georgia Systems Analyst 1.
Preferred Qualifications: Preference will be given to applicants who, in addition to meeting the minimum qualifications, five or more years of experience in one or more of the following: • Development experience using one or more of the following: C#, ASP.NET, T-SQL, PL/SQL, XML, XSL, XSLT, XHTML,CSSHTML, Web Services, JavaScript, Visual Basic , Active Reports, Visual Studio, SQL Analysis Services, Integration Services and JQUERY • Knowledge of full application life cycle design tools and methodologies, e.g., Agile, Scrum, Rational • Development experience using Visual SourceSafe and Team Foundation Server • Experience with one or more of the following tools/solutions: SQL Server 2005/2008, Oracle 10G, .Net Framework, Active Directory, or Identity Management solutions and experience working with cross browsers • Experience with SharePoint 2007/2010 as a developer and/or designer (e.g. custom master page design/themes and/or SharePoint Designer) • Knowledge in Testing and debugging application systems using System Development Life Cycle (SDLC) process • Experience building reports in Microsoft SQL Server 2005/2008 Reporting Services • Hands-on experience in web services security implementations, single sign-on and web service federation architectures • Hands-on experience in workflow systems and portals, including those based on Microsoft technologies and competitive platforms • Strong communication, presentation and meeting skills • Experience with MS Visio, MS Project, and MS Office • Experience as a systems architect
Salary/Benefits: Pay Grade 19 – Annual salary range $52,172.55 (minimum) to $91,137.94 (maximum). Hiring salary is commensurate with current employment and relevant education/training and work experience and available funding. Benefit options include life, disability, dental and health insurance, annual/sick leave, and Employees’ Retirement or Teachers’ Retirement.
